DONNEES SUR LES ELECTIONS PARTIELLES DU 21 AOUT 

     TIRANA, 19 aoūt /ATA/ - Les législatives en Albanie doivent se répéter dimanche dans trois circonscriptions: dans une ą Shkodra, une ą Fier et une ą Gjirokastra.
     A l'issue du processus d'examen des plaintes déposées par des forces politiques et des candidats ą la députation, portant sur l'invalidité du scrutin du 3 juillet dans certaines circonscriptions, la commission électorale centrale (KQZ) a décidé la répétition des élections dans les circonscriptions 2 et 64, respectivement ą Shkodra et Fier, alors que lpour la circonscription 90 ą Gjirokastra a décidé le tribunal électoral.

Des données sur les élections dans ces circonscriptions:

     -Les candidats entrés en lice dans la circonscription 2 ą Shkodra sont:  Pal Lera du Parti socialiste  et Astrit Bushati du Parti démocratique (ą part des candidats des autres forces politiques). 
     La KQZ a décidé la répétition des élections dans le systčme majoritaire parce que le scrutin ne s'est pas déroulé dans 19 bureaux de vote.

     -Les candidats ą la députation dans la circonscription 64 ą Fier sont:
     Et'hem Ruka du Parti socialiste et Ilir Bano du Parti démocratique (ą part des candidats des autres partis)
     La KQZ a décidé la répétition du scrutin parce que dans un des bureaux de vote le processus a été suspendu durant sept heures.
     
     -Les candidats ą la députation des Partis socialiste (PS) et démocratique (PD) dans la circonscription 90 ą Gjirokastra sont respectivement  Makbule Ēeēo et Genc Ruli.
    Environ 80.000 électeurs se rendreront aux urnes le 21 aoūt, alors que le processus sera surveillé par 91 observateurs dont 31 de l'Union européenne. /nila/klod/rimi/bv/

TROIS PARTIS, SEULEMENT, ONT DECLARE LES DEPENSES REALISES DURANT LA CAMPAGNE ELECTORALE DU 3 JUILLET
 
     TIRANE, 19 aoūt/ATA/.- Trois sujet politiques, seulement , ont déclaré ą la Commission Centrale des Elections (KQZ) les dépenses réalisés durant la campagne électorale du 3 juillet, ainsi que les sources matérielles.
     Selon des sources officielles de la KQZ, le Parti Communiste albanais (PKSH), le Mouvement de Légalité et la candidate indépendante, Elizabeta Dosti,  sont les sujets qui ont respecté le dernier délais pour déclarer les dépenses  et les sources des financements électoraux. Ce délais a expiré hier (jeudi ).
    Deux sujets politiques, selon leur déclaration , n'ont bénéficié aucun fonds privé, mais ont dépensé le fonds accordé par le budget d'Etat, a-t-on appris. La candidate Dosti a déclaré des dépenses d'une valeur de 2 millions de lekė pour la campagne.
     Aprčs ces déclarations, KQZ commencera les vérifications et punira, selon le Code électoral, les sujets qui n'ont pas publié l'argent dépensé aux élections du 3 juillet 2005.

Kryeministri i ardhshėm, Sali Berisha, do tė ketė nė varėsi 14 ministri, nga 19 qė ka pasur kabineti aktual. Nuk do tė ketė mė ministėr shteti, Ministria e Rendit bashkohet me Pushtetit Lokal, Kultura bashkohet me Turizmin, Industria dhe Energjetika i bashkohen Ministrisė sė Ekonomisė. Kėtė skemė qeverisjeje e ka bėrė tė ditur dje kryetari i PD-sė, Sali Berisha, i cili ka lėnė tė kuptohet se tashmė po diskutohet pėr emrat e ministrave, zėvendėsministrave dhe drejtuesve tė dikastereve tė tjera tė rėndėsishme.

Pėrbėrja e kabinetit
Gjatė njė deklarate pėr shtyp kryetari i Partisė Demokratike dhe kryeministri i ardhshėm, Sali Berisha, ka treguar skemėn e pėrbėrjes sė kabineti tė tij qeverisės. Nė fillim tė fushatės elektorale Berisha premtoi se do tė ketė shkurtime nė kabinetit qeverisės dhe si rrjedhojė do tė ketė edhe shkurtime nė buxhetin e shtetit. Pas shumė deklarimeve se Berisha nuk mund tė krijojė 14 ministri, ai dje ka treguar pėrbėrjen e kabinetit. Pėr tė krijuar 14 ministritė Berisha ka shkrirė disa ministri me njėra-tjetrėn, tė cilat janė mė afėr pėrbėrjes sė tyre. Ministria e Rendit dhe Ministria e Pushtetit Vendor do tė shkrihen nė njė duke krijuar Ministrinė e Brendshme, e cila ėshtė njė institucion i rėndėsishėm pėr vendin, ku krahas rendit ka pushtetin vendor, administratėn publike si nė tė gjitha vendet e tjera, tha Berisha. Gjithashtu do tė bashkohen bashkė Turizmi me Kulturėn dhe kjo, sipas kreut demokrat, bėhet pėr shkak i trashėgimisė sė madhe kulturore qė ka vendi ynė. Ndėrsa Ministria e Industrisė dhe Energjetikės nė disa sektorė tė saj kryesorė i bashkohet Ministrisė sė Ekonomisė. Ministria e Rregullimit tė Territorit bashkohet me Ministrinė e Transportit dhe Telekomunikacionit. Nė qeverinė e drejtuar nga Sali Berisha si kryeministėr nuk do tė ketė mė portofol tė ministrit tė Shtetit, qė nė kabinetin Nano mbahej nga Bello dhe portofol mė vete pėr zėvendėskryeministrin, post qė mbahet nga Dokle. Nė kabinetin e ri tė drejtuar nga Berisha katėr portofola do tė drejtohen nga partitė aleate, ndėrsa dhjetė tė tjerėt do tė jenė pėrfaqėsues tė Partisė Demokratike. Mėsohet se emrat qė do pėrzgjidhen pėr ministra do tė jenė tė gjithė me mandat deputeti.

Pas negociatave tė shumta nga grupi i negociatorėve tė tė dyja forcave politike mė nė fund ėshtė rėnė dakord pėr portofolin ministror dhe postet e tjera dytėsore qė do tė drejtojė PDR-ja e Pollos. Mėsohet se ėshtė rėnė dakord si nga PD-ja dhe PDR-ja qė kjo e fundit tė marrė Ministrinė e Arsimit, njė post zėvendėsministri, njė drejtor tė pėrgjithshėm, njė post kryetari komisioni parlamentar si dhe njė prefekt. PDR-ja ėshtė e vetmja forcė politike qė nuk e ka nėnshkruar ende marrėveshjen me PD-nė, duke pėrjashtuar Partinė Demokristiane tė Lesit, i cili ka ngrirė marrėveshjen pėr bashkėqeverisje me PD-nė, pasi Berisha nuk i dha Ministrinė e Kulturės siē kėrkoi Lesi. Four ministries less around Berisha
Yesterday, the head of the Democratic Party, Sali Berisha announced publicly for the first time mingling of ministries.As he promised during the electoral campaign that the cabinet he is going to lead would be smaller so he concretized his promise before the formalization of the coming cabinet. Even though the ministries which would have been mingled were already made public few times ago in the media, the democrat leader, who declared to be the coming prime minister, some how publishes his official coming cabinet. He during a pronunciation for the media cited the interfused ministries, which will operate during coming term. “The Ministry of Public Order and the Ministry of Local Government will mingle into the Ministry of Interior Affairs, as one of the main institutions in the country, which besides the public order will be responsible for the local government and the public administration like in all other countries. The tourism and the culture will be melted together because of the great culture heritage and in function of the tourism development. There are other ministries to be mixed like the ministry of economy with the ministry of energy. The ministry like that one led by Marko Bello, which was the ministry of state will stop operating during Berisha’s term”, Berisha said yesterday steadying his idea that the coming governing cabinet led by him will consist of only 14 ministerial portfolios. Out of these ministries, four will belong to co-governing ally parties. So, the Ministry of Work will be headed by the Human Rights Union Party, the Ministry of Environment by the Agrarian Environmental Party, Ministry of Defense by the Republican Party and the Ministry of Education by the New Democratic Party. The negotiations and agreements signing process with these ally parties, despite new democrats, is concluded. During yesterday’s pronunciation for the media, the democrat leader did not avoid the reelections’ topic, which according to him, democrat candidates will certainly win in all three electoral zones. He said the inhabitants of these zones, will vote for the change as Albanians did on July 3. “I am confident on a this excellent win, because the citizens of Gjirokastra, Lushnja and Malesia e Madhe will reconfirm their confidence toward the change we promised and because our candidates won during the elections of July 3 with a considerable distance from other candidates”, Berisha said. The Central Election Commission and the Electoral College decided the repetition of elections in these three electoral zones due to some irregularities encountered during the previous electoral process of July 3.

Kėshtu ka deklaruar, ish-kreu i grupit parlamentar tė Lėvizjes pėr Zhvillim kombėtar, Maksim Begeja. I pyetur pėr njė mendim rreth, futjes sė republikanėve nė qeveri dhe qėndrimi qė mbajti nė zgjedhjet e 3 korrikut, ai u shpreh se, nuk donte tė jepte njė mendim, pėr republikanėt, pasi ka qenė, pjesėtar i kėsaj partie pėr njė kohė shumė tė gjatė. NDP-DP agreement, formalization this week
The Democratic Party has not yet formalized its agreement with the New Democratic Party headed by Genc Pollo.The present day would have definitely decided the signing of the agreement between the Democratic Party and New Democratic Party in co-governing the country during the coming term, but it appears the reformers have postponed the signing. Sources near DP said the democrats wanted to conclude the agreement today, but reformers postponed it for the following days. These sources also specified that the co-governing agreement between two parties is going to be signed before the reelection process in three electoral zones on August 21 and that the signing process might have stuck either for formal reasons or because of new pretends for other leading posts. The democrat leader Berisha after signing the co-governing agreement with the head of the Liberal Democratic Party Arian Starova, declared that the negotiations with reformers are concluded and now there are simply some technical problems left in formalizing the agreement. Also the deputy-chairman of the New Democratic Party Tritan Shehu said yesterday that, “we are within the time frame” estimating and meaning that there are no other reasons in postponing the signing process of the agreement and debates for specific issues do not exist. So, the signing round for co-governing the country with reformers is going to be concluded within this week, in order the reelection day of August 21 finds the coming government established. Even though deputy-chairman of reformers Tritan Shehu did not reveal any detail from the negotiation process with the Democratic Party, it is already known the institution NDP is going to head. Sources near reformers specified that this institution is the ministry of education, which according to them is going to be headed by the head of reformers himself Genc Pollo. New Democratic Party will also occupy two deputy-ministerial posts and they pretend to head one parliamentarian commission. With the conclusion of the agreement between these two parties, the Democratic Party and the pretender for prime minister Sali Berisha conclude the co-governing negotiating cycle, leaving frozen only those with the Christian Democratic Party headed by Nikolle Lesi. DP has already assigned ministerial posts to other parties of the coalition, giving the ministry of work and equal chances to Human Rights Union Party, the ministry of environment to Agrarian Environmental Party and the ministry of defense to the Republican Party, which got ranked as the first party in proportional system, receiving 12 MP seats in the coming parliament. RP will also get two deputy-ministerial posts and it is possibly going to head a prefecture. The negotiations with CDP froze because this party wanted the ministry of culture and sports, but Berisha did not satisfy this wish.

CEC delays the results on proportional system
The Central Election Commission has not yet announced the final result on the proportional system of the general elections held on July 3.While there are occurring many disputes regarding to the formation of the new cabinet and calling the new parliament, CEC has net yet officially declared how many MPs from the proportional system will be part of the new parliament. “Mega Dushk” as it was labeled the diverting of votes from two main parties to their smaller allies either left or right. In the meantime, the smaller allies of these two bigger parties declared to have won many MPs through the proportional system. After the closure of ballot boxes and announcement of the results for 97 electoral zones, parties like republicans of Mediu, reformers of Pollo and social democrats of Gjinushi declared that they had won a considerable number of MP seats for the coming parliament. On the other side the Central Election Commission as the main MP’s mandatory institution has not yet been officially pronounced about proportional MP seats. While the official announcement of MP seats of the proportional system has not yet been published, so far the Republican Party has won twelve seats in the new parliament, reformers 6 seats, Christian democrats 2 seats and liberals of Starova 1 seat, whereas new allies of the right coalition like the agrarian environmental party has won 4 seats and the human rights union party of Dule 3 seats. The main big parties like DP and SP have not won any MP seat from the proportional system, because, according the law, the number of seats won in the majority system impedes to get also seats in the proportional system. During the electoral campaign two big parties DP and SP called on their electorate to vote for their smaller ally parties in the proportional system, thus many of the votes for the proportional system went to smaller ally parties direction. This way, the Republican Party, which is the closest and permanent ally of the Democratic Party won during these elections won 271 729 votes or translated into percentage has won 20.1 percent of the votes. RP with this result wins 12 MP seats in the coming parliament, whereas the Socialist Democratic Party, which is the closest ally of SP won 172 111 votes or seven MP seats.

LE PRESIDENT MOISIU DISCUTE AVEC LES JURISTES CONSTITUTIONNELS DES POSSIBILITES QUE LA CONSTITUTION OFFRE POUR LA CONVOCATION DU NOUVEAU PARLEMENT

     TIRANA , 12 aoūt (ATA-Maela Marini) - Le Président de la République, Alfred Moisiu, a eu aujourd'hui une rencontre avec les juristes constitutionnels les plus connus dans le pays, afin de discuter des possibilités que la Constitution offre concernant le temps de la convocation du nouveau parlement , aprčs la fin des élections. 
     Le Président Mosiu s'est conseillé pendant environ 2 heures au sičge de la Présidence avec les juristes constitutionnels Njazi Jaho, Luan Omari, Krenar Loloēi, Rustem Gjata et Sokol Berberi. 
    Immédiatement aprčs la rencontre, quelques-uns des juristes ont déclaré que  "tout est entre les mains de la KQZ et que le nouveau parlement  ne peut pas se réunir lorsque  cette institution n'a pas encore dit son dernier mot". Selon l'article 67 de la Constitution, la nouvelle assemblée  se réunit au plus tard 20 jours aprčs l'achčvement des élections.
     La  KQZ  n'a pas  encore proclamé le résultat final des élections du 3 juillet dernier parce que quelques questions sont encore ą résoudre par le tribunal électoral, tandis que le 21 aoūt les élections seront répétées dans  3 circonscriptions. /eri/tt/

Parlamenti i ri nuk mund tė mblidhet pa u dhėnė mė parė vendimi i Komisionit Qendror tė Zgjedhjeve pėr ndarjen e 40 mandateve shtesė. Situata e krijuar nga mosshpallja e rezultatit pėrfundimtar tė zgjedhjeve ėshtė bllokuar edhe pėr shkak tė mosshpalljes sė listės pėrfundimtare tė 40 vendeve tė Kuvendit qė ndahen nga votat e proporcionalit. Edhe pse Partia Demokratike i kėrkon presidentit tė vendit qė mbledhė Kuvendin e Shqipėrisė, realisht Parlamentit ka tė njohur vetėm 97 deputetė, tė dalė nga sistemi maxhoritar, tė njohur edhe nga ana e vendimeve tė Komisioneve tė Zonave Zgjedhore. KQZ-ja ka bėrė publike nė bazė tė votave tė proporcionalit ndarjen e 40 vendeve, por nuk ka miratuar emrat e deputetėve, sipas listės sė paraqitur pranė kėtij institucioni nga subjektet politike. Nė bazė tė kėtij vendimi nga 40 mandatet shtesė, 11 i takojnė PR-sė, 4 PDr-sė, 2 PDK-sė, 1 PBL-sė, 7 PSD, 4 PAA, 2 PBDNJ, 4 LSI-sė, 3 PDS dhe PAD 2. Pa llogaritur mandatet e PAA-sė dhe tė PBDNJ-sė, qė janė me 7 deputetė gjithsej, vetėm tė djathtėt kanė 18 mandate, tė cilat i sigurojnė maxhorancėn PD-sė. Kodi Zgjedhor nė nenin 29 tė tij parashikon se: “KQZ shpall rezultatin pėrfundimtar tė zgjedhjeve nė shkallė vendi nė bazė tė rezultateve tė shpallura nga KZZ-tė dhe pas pėrfundimit tė shqyrtimit tė ankimimeve nė gjykatė. Socialistėt kanė pranuar se kjo fushatė nuk do tė jetė klasike si ajo e 3 korrikut, por do tė jetė mė praktike nė komunikimin me votuesit, dhe sidomos nė realizimin e administrimit tė procesit zgjedhor pėr tė arritur qė tė shmanget skema e vjedhjes sė mandateve dhe tė votave qė realizoi, sipas tyre, PD-ja nė 3 korrik. Njė nga kėta elementė ėshtė LSI-ja, duke qenė se kandidatėt e saj nuk do tė marrin pjesė nė rivotime. Anėtari i grupit tė punės nė zonėn zgjedhore 64 nė Lushnjė, Petro Koēi tha dje se PS-ja ėshtė tėrėsisht e angazhuar nė zgjedhjet e 21 gushtit, duke qenė se mospjesėmarrja e LSI-sė ėshtė avantazh pėr ta. “3 korriku vėrtetoi se pėrēarja e sė majtės ishte faktori kryesor qė nė shumė zona fitoi PD-ja, e cila nė rang kombėtar nuk ka fituar.
