I wish to bring to your attention the Memorandum and Map herein enclosed in the hopes that through your intervention, a great miscarriage of justice and a major catastrophy may be avoided.
It is not only the fate of the Albanian Nation that is in the balance but that of the entire Balkan region and most probably the world, unless the appropriate measures are taken.

For the fourth time this century, the Balkan region has become the flashpoint of the world. Once again, the danger of a major European conflict leading to world war, is emanating from the great powers aiding and abetting Serbian hegemony in the erroneous belief that a "Greater Serbia" is a stabilising factor in Balkan affairs.Continued Serbian attempts at expansion and total domination of the other Nations comprising this artificial entity called The Federation Of Yugoslavia and coupled with the rise of nationalism within all the Republics and Provinces
of this Artificial State, the disastrous economic situation and the corruption and inadequacy of State officials have produced a fertile breeding ground for a military coup, civil war or Albanian genocide, followed by Soviet intervention.The stand taken by the ethnic Albanians within the Federation, the Croatians and the Slovenes as well as the representatives of Bosnia and Macedonia, proves that even within the Yugoslavian régime, this danger is recognised.
Serbian domination and its attempts to destroy the Nationalist and Ethnic individuality of the Nations that go to make up The Federation Of Yugoslavia, proves conclusively that such a Federation cannot exist unless the disparate Nations can exercise and enjoy complete self determination.
The Alliance and Friendship extant between the Albanian and Croatian Nations proves without doubt that the disparate Nations can act in concert without cohersion and can respect each of the other the National Identity, this, despite the fact that the illegal régime in Tirana has abdicated its responsabilities towards its fellow Albanians in the Albanian regions of Yugoslavia.
This abdication of their responsabilities has come about in a reversal of its constant utterances of sympathy and support for these minorities.The Albanian people have always hungered for their self determination and their reunification. This desire has been consistently suppressed both within political Albania and the Albanian territories in the Artificial State of Yugoslavia. Only in the Free World can the Albanians express themselves and carry the banner of Ethnic Albania.
Given the tremendous instability of the area, should any of the above be permitted to occur, they would bring down the leaders and Governments of the various Yugoslavian Republics, thus creating a power vacuum which the Soviets Government would only be too happy personally to fill to achieve centuries old mission of obtaining warm water ports and the physical control of the Mediterranean.
It is not without reason that Winston Churchill called the Balkan region "the soft underbelly of Europe".
To avoid this potentially catastrophic situation from developing, it is vital that Ethnic Albania's pivotal role be recognised.
The hope for the Balkan region lies not in the erroneous belief in Serbia as a stabilising factor, but in a Free and Democratic Ethnic Albania which would be one of the only two non Slavic Nations in the entire Balkan region but which, because of its Geo-strategic situation, is better placed to exert a stabilising influence on the entire region.
This would also ensure that Ethnic Albania, Croatia, Serbia, Slovania and the other Nations in the Balkan region could coexist harmoniously linked by Treaties of Friendship and Alliance, bringing about the respect of each of the others National identities and the self determination of their Peoples.

MESSAGE TO
ALBANIAN AND CROATIAN PEOPLE
Taking into account the actual situation in which the Albanian and Croatian peoples, having been denied freedom and the most essential rights,
Considering the political situation in the artificial so-called state of Yugoslavia,which has denied to us self-determination,
Also considering our long standing, historical ties deeprooted friendship, elevated today to the highest level of the solidarity,and common goals toward achieving our long sought for liberation,

PRESIDENT OF THE INDEPENDENT STATE OF CROATIA
in meetings which took place during the first days of October of this year -1988- in New York City, the result of which was to send this message to our respective peoples : liberation,independence and freedom are mutual vital interests of ethnic Albania and the Independent State of Croatia,which impose upon us the obligation of a united action in our combined struggle.
In this spirit it is our determination to instruct the Albanian and Croatian peoples, wherever they are, to act on all levels with unity,and brotherhood at all times to achieve our mutual aims.
