Dr. Ibrahim Rugova :

THE PROGRAM OF LDK IS THE PROGRAM OF THE PEOPLE OF KOSOVA

 Ladies and Gentlemen,

Dear citizens of Kosova,

Dear members, activists and sympathizers,

The holding of national elections 2001 shall be a solemn event for all Kosova. It shall be a moment of expression of the democratic will of the people of Kosova to elect their legitimate representatives and the legitimate institutions of their state: the Parliament, the Government, and the President of Kosova. It shall be a solemn act, because the elections are held in free Kosova.

During the two and a half years after the war, the people of Kosova have made great progress in all areas of life, together with NATO, KFOR and UNMIK. Last year’s local elections had added to the progress achieved in Kosova. The organization of national elections 2001 demonstrates that the time has come for greater progress to be made by establishing a full democratic order and carrying out a gradual transfer of power in cooperation with UNMIK.

These elections show that the time has come for the recognition of the Independence of Kosova, and that the people of Kosova is capable of building a democratic society and state, that it is capable of building freedom.

 Ladies and Gentlemen,

The LDK Program for national elections 2001 -- which is presented to you -- is a comprehensive program, focussing on areas of life. The LDK Program 2001 is the program of the people of Kosova; it is Your Program, because it represents Your efforts and aspirations for Your life, for Kosova.

This Program is a program of vision, an operative, practical program for the building of the Kosovar state and society. The foundations of the society and state of Kosova were laid down with the Independence Declaration, the Constitution of the Republic of Kosova (1990), the Independence Referendum (1991), the presidential and parliamentary elections in 1992 and 1998, respectively, and have been propped up with the resistance of the people of Kosova, protected by the USA, NATO, EU and the international community.

 Ladies and Gentlemen,

The program we are presenting to you has for practical reasons been divided into two parts: a) the national goals, which are at once the goals of the LDK and Kosova itself, and b) the program goals, encompassing all areas of life and their pragmatic realization. These are the goals we are going to work on together to build a better life for all, a better and safer future for the young generation, for our children.

The LDK program for the Kosova national elections 2001 has been prepared by all professional sectors of experts of diverse areas of life. For each and every chapter of this Program, the Presidency and administration of the LDK have put together comprehensive sector programs and detailed proposals for their implementation after the elections.

We believe that this Program will be further enriched during the election campaign to be organized by the LDK, its sectors and local constituencies.

 Ladies and Gentlemen,

The LDK Program 2001 is a program of Your choice and action. It is, therefore, a Program of Your Will, which we are going to implement together.

The LDK Program is Your Program for the building of a self-sustaining society and an independent, democratic, free and prosperous state in the community of nations of the free world.

God bless Kosova and its great people!
