SUBJECT : OSCE Mandate during 1997 parliamentary elections
Dear Mr. Gjanaj,
I am in receipt of your letter to former Ambassador Grubmayr regarding the referendum on the reinstatement of the monarchy in Albania, held in conjanction with the 29 June 1997 extraordinary parliamentary elections.
While the OSCE was mandated by the Albanian Government in office at that time to observe the parliamentary elections, no such mandate was provided regarding the referendum. Therefore, the OSCE did not observe the preparation or implementation of the referendum.
Lacking such a mandate, it is not possible for the OSCE to make any comment whatsoever regarding the conduct of the referendum.
